Due to recent incidents, League of Legends Patch 13.2 has been replaced by LoL Patch 13.1b, which is a hotfix patch. Let's see which changes Riot could hotfix and what we are still waiting on for an upcoming update.
On January 25, 2023 we were supposed to get the upcoming League of Legends Patch 13.2. Due to a social engineering attack on the Riot servers though, the PBE build has not been working properly, with some code being stolen as well.
Therefore, the Riot balance team has done what they could do give fans some of the promised balance changes, but things like the Ahri ASU have been pushed back.

Champion Buffs
We get three champion buffs in this patch, along with a multitude of ADC mana buffs. Let's first go over the individual champion buffs before getting into the ADC changes though.

These are some great changes for bot laners who have been struggling in recent times, with multiple players complaining of how weak the ADC role has become. Will these mana changes make ADCs great again though, or will Riot have to make more adjustments?
Ryze mains had one patch to celebrate their champion. Now their time to be happy is over, because that godforsaken champion made it over a 50% win rate. This means he's got to get nerfed, but who else is on the nerf list along with him?

Due to the changes to crit items, Gangplank will have to be nerfed, so he doesn't become completely OP, hence why he was also on the nerf list even though he isn't an OP champion.
Grievous Wounds and healing has been a hot topic lately as well, with many feeling like it's impossible to fight the insane amount of healing that is in the game. That's why Riot has made some improvements to Grievous Wounds to try and counter the amount of sustain that is currently plaguing the game.

Riot has also managed to add in some item changes for fighters for the hotfix patch that is replacing LoL Patch 13.2.
These changes are meant to take away some of the sustain fighters have, as well as the haste numbers as well that have made playing against Fighters such a nuisance in recent times.

These adjustments are meant to have players think whether they want to build sustain or ability haste, making the build path more meaningful. Riot also stated they will monitor individual champions to make sure none fall too far behind with these item adjustments.
Tooltips In The Games Will Be Wrong
With all these changes, Riot Phroxzon has sent out a Tweet letting players know that the tooltips likely will be wrong, but that everything in the Patch Notes for Patch 13.1b is correct and will be implemented.
Tooltips reflecting the patch changes are going to be incorrect for the duration of the patch. Please assume that the patch notes are correct.

The Chemtech Drake is the newest dragon on Summoner's Rift and while it's a much better dragon than the initial version that hit the rift in 2022, this one just hasn't been as strong as players would like, which is why its stats are getting buffed and adjusted.

Lunar God Skins Released in LoL Patch 13.1b
We are also going to be getting the second set of skins as part of the Lunar Revel event in 2023. These are the Lunar Gods skins which will have five skins in total, as well as one Prestige skin for the 2022 Porcelain Lissandra skin, which will be available for purchase with event tokens in the event shop.

Unfortunately, the Annie changes, as well as the Ahri ASU won't be releasing with this patch, so we will likely have to wait for Patch 13.3 to drop so we can get those updates.
The normal patch would have released on February 25, 2023, but this hotfix patch dropped a day later on January 26, 2023. So you will be able to see these changes in the League of Legends client and game then. The next bigger patch (13.3.) will be released on February 8, 2023.
