LoL Patch 13.24: All Buffs, Nerfs And Game Changes

The final patch of 2023 is here with some major changes, as well as one final in-game event that will bewitch you and get you in the mood for the holidays. So let's go over all the buffs, nerfs and changes in LoL Patch 13.24.

The League of Legends season is ending. The final patch has beern released onto the rift, with some insane new skins, one final event and the usual balance changes to champions.

What makes this year so special and different though, is that we will not be having a preseason. Instead, all the preseason changes are simply live on the Public Beta Environment and will drop with Patch 14.1.

LoL Patch 13.24: New Champion Hwei Revealed

Hwei is the newest League of Legends champion, and he is going to be a very interesting mid lane mage who can also be flexed into the bot lane as either an APC or a Support if someone wants. Overall, he's got a versatile kit that can do a little bit of everything.

Hwei Hotfix Day After Champion Release

Hwei has been hotfixed, just a day after his initial release. The champion hopped onto the rift with an abysmal 31% win rate in Emerald+. This comes as no surprise since he is a very complicated champion to master who relies heavily on specific ability combos.

Riot have buffed his Q and QQ, as well as his EQ, EW and EE abilities to try and improve his win rate.

Hwei Abilities Rundown

Let's just quickly rush through his abilities so you'll know what the champion can even do. One key thing is that he will have 10 abilities in total. He's going to be able to pick a spellbook with his Q, W& E ability, then have 3 spells available per spellbook.

Passive: Signature of the Visionary

  • Hwei marks enemy champions with his signature finishing touch by first damaging them with his abilities. Hitting an enemy with two damage-dealing spells places Hwei’s signature on the ground beneath them. The signature detonates after a short delay, dealing magic damage to all enemies in range.
  • Hwei’s passive encourages him to weave different abilities together (as opposed to simply recasting QQ over and over again) in order to help get the most out of his palette and maximize his damage. As a fan of the Rule of Thirds, what could be a better way to create a trifecta of damage than for Hwei to leave his explosive signature move—his literal signature.

QQ - Devastating Fire
  • Hwei paints a blazing fireball that flies out in the target direction. It explodes on the first enemy hit or at maximum range, dealing magic damage plus percent max health magic damage to all enemies in an area
QW - Severing Bolt
  • Hwei paints a long-range, devastating bolt at the target location. After a delay, the bolt strikes, dealing magic damage. Immobilized or isolated enemies take increased damage based on missing health
QE - Molten Fissure
  • Hwei paints a field of exploding volcanic eruptions, creating lingering lava in its path. Every eruption deals magic damage to enemies hit. Enemies in the lava area are dealt magic damage per second and are slowed
QR - Wash Brush
  • Hwei clears his paintbrush and returns to base abilites without using mana or cooldowns

WQ - Fleeting Current
  • Hwei paints a current of swift waters in a line for a few seconds that grants movement speed to himself and allies
WW - Pool of Reflection
  • Hwei forms a protective pool at the target location that lasts for a few seconds. Allied champions inside the area gain an immediate shield, increasing in value over a few seconds while in the area
WE - Stirring Lights
  • Hwei paints three swirling lights that circle him for several seconds. Hwei's next 3 attacks or spells deal bonus magic damage and grant mana on hit
WR - Wash Brush
  • Hwei clears his paintbrush and returns to base abilites without using mana or cooldowns

EQ - Grim Visage
  • Hwei launches a terrifying face that strikes the first enemy hit, dealing magic damage and causing them to flee for a brief duration
EW - Gace of the Abyss
  • Hwei paints an abyssal eye at the target location that grants vision and locks onto the nearest visible enemy champion. After a short delay, the eye fires at the locked-on champion, rooting the first enemy in its path for a few seconds and dealing magic damage to them
EE - Crushing Maw
  • Hwei paints crushing jaws that deal magic damage to enemies hit and pulls them toward the center, slowing them by a set amount that quickly decays
ER - Wash Brush
  • Cancels the current subject, returning to the Subject spells and consuming no cooldown or resources

R - Spiraling Despair

  • Hwei launches a vision of pure despair that sticks to an enemy champion for a few seconds. The vision expands and overwhelms all enemies it touches, dealing magic damage per second. Enemies within the zone are afflicted with stacks of Despair over time. Each stack of Despair applies a stacking percent slow. Upon completion, the vision shatters, dealing magic damage.

These are all of Hwei's abilities, but there is a lot more to uncover about this unique Ionian champion. Now the debate has to start, is Hwei more complicated than Aphelios?


LoL Patch 13.23 All Buffs & Nerfs

This time around, Riot is going all-out buffing a bunch of champions, while only nerfing a few. So let's check out the champion balance for the final patch of 2023.

Champion Buffs

Riot is going to make huge changes to some champions like Braum and Galio who have been underpowered and unfun throughout the last few months. Along, with some other slight adjustments there are quite a lot of champion buffs that the team is looking at.

Azir

  • W- Arise
    • Damage: 2-77 (levels 10-18) (+50/65/80/95/110) (+55% AP) ⇒ 2-77 (levels 10-18) (+50/67/84/101/118) (+55% AP)

Braum

A while ago Riot made some changes to his knock-up, which made him less powerful in pro play, but hasn't helped him in the popularity department. Now, Riot is giving him his knock-up back in hopes of bringing up his play rate.

    • Base Mana Regeneration: 6 ⇒ 7
  • R - Glacial Fissure
    • Minimum Knock Up Duration: 0.3 seconds ⇒ 0.6 seconds
    • Secondary Target Knock Up Duration: 0.3 seconds ⇒ 0.6 seconds

Galio

It's a small cooldown change to try and make him more satisfying to play, especially since most of his cooldowns are super long, meaning he can't do much once he's used his spells.

Gragas

Riot is trying to add some more power into K'Sante and his W, since this can add more variety into his gameplay, especially depending on the match up in the top lane.

Leona

Due to the durability update, Leona has lost a lot of power, especially in her 1-on-1 power has dropped drastically, which is why Riot want to give her some more damage back so she can instill fear in her opponents once more.

  • R - Realm of Death
    • You Can Run…: Casting Realm of Death will now reveal the target upon starting the cast. This means that walking into a brush while Mordekaiser is casting his R will no longer cancel the spell. Note: The target will not be revealed for the entire duration of the spell, so you can still hide on bush if one comes with you to the Realm.

Qiyana

  • Base Stats
    • Base Mana: 325 ⇒ 375
    • Mana Growth: 50 ⇒ 60

Talon

  • Q - Ranged Diplomacy
    • Quality of Life Change: When cast at range, Q will now reset Talon's attack timer. (Note: this has been updated to match the functionality of his Q when cast at melee range.)

Vel'Koz

  • W - Void Rift
    • Fixed a bug where the first half of the rift would fizzle if Vel'Koz died directly after casting.
  • E - Tectonic Disruption
    • Fixed a bug where the spell would fizzle out when V'K flashes or is knocked back at max range.
    • Tectonic Disruption's missile will now spawn at Vel'koz's original location if he flashes or is knocked back during the cast.

Zeri

  • Base Stats
    • AD Growth: 1.3 ⇒ 2
  • W - Ultrashock Laser
    • Damage: 20/60/100/140/180 (+130% AD) (+25% AP) ⇒ 30/70/110/150/190 (+130% AD) (+25% AP)

Champion Nerfs

There are only a few nerfs this time around, with Briar and Ivern being the main targets. Briar has consistently been either strong or weak and now Riot is almost at the perfectly balanced state.

Briar

Riot want to divert players from building lethality on Briar and buffing her bruiser builds, hoping to balance the two out with these two changes.

LoL Arena Returns To Live Servers In Patch 13.24

We are getting a second run of Arena this time around. The League of Legends game modes team has been hard at work to get it running once more, with some brand-new features that should make it a lot more fun this time around.

The pick/ban phase has been adjusted, as well as some more general augments that will feel good on multiple champions, rather than just niche ones, has also been added to the second run of the game mode. Oh, and we can finally queue up as an 8-member group for custom matches as well.

Riot will also bring back some of the cameos from the Soul Fighter event, while adding in two more from the Winterblessed skin line as well.

The game mode should be live with this League of Legends patch, which is said to come out in early December. With this patch coming out then it's the perfect time.

New Arena Features

Riot have also added Hexgates onto the maps for some unique new gameplay options. Not only that, but they've also added a new revive mechanic, which will let players revive their downed friend at least once during combat.

There are also some new items in the game, as well as 60 new augments!

ARAM Balance Changes

There are only a few balance changes for ARAM this time around. The game modes team was busy getting Arena ready for live servers.

ARAM Buffs

ARAM Nerfs

  • Riven: Shielding Done: 120% ⇒ 100%

New ARAM Clash

We are also getting a new Clash tournmanet with this patch. ARAM Clash is back in LoL Patch 13.24 and it's looking to be fun and unique like all the Clash tournaments before!

Winterblessed is back in 2024 with a bunch of new skins and a new sinisted skin story-line. We're also going to be getting a new skin for Hwei who is the newest League of Legends champion on Summoner's Rift.

New Crystalis Motus Skin

Ashe is going to be the next champion to receive a mythic skin. It was revealed earlier this year that she would be getting a Crystalis Motus skin, and it seems like it's already been three months since Taliyah's skin entered the mythic ship.

The skin will be added into the mythic shop in Patch 13.24, which will also mean that we have to say goodbye to the Taliyah skin.

LoL Patch 13.24 Release Date

This League of Legends patch is going to be releasing on December 6, 2023. This is going to be a very long patch, with the next one only coming in January 2024, so get ready for a brand-new season by then.
